Remove the caps over the nuts that hold the bowl to the floor, and then unscrew the bolts. Rock the bowl until it gets loose.
Purchase a new wax seal from your local hardware store. Place the seal over the flange on the floor and make sure that it is centered. Place the toilet over the seal and apply some pressure to help the seal do its actual sealing. Screw the bolts back in place, place the caps that you removed earlier, and apply silicone caulk to the junction of floor and bowl.
